The last remaining nuclear arms pact between Russia and the United States that left no caps on the two largest atomic arsenals for the first time in more than a half-century expired on Thursday.

The United States accused Beijing on Friday of conducting a secret nuclear test in 2020 as it called for a new, broader arms control treaty that would bring in China as well as Russia.
